Health Reform’s Missing Ingredient

The various bills making their way through Congress would, as the president explained, provide some consumer choice by establishing large marketplaces where people could easily compare insurance plans and pick the one that best suits their needs.

The problem with these bills, however, is that they would not make the exchanges available to all Americans. Only very small companies and those individuals who can’t get insurance outside of the exchange – 25 million people – would be allowed to shop there. This would leave more than 200 million Americans with no more options, private or public, than they have today.

Poll Finds Most Doctors Support Public Option

When polled, “nearly 3/4 of physicians supported some form of a public option, either alone or in combination with private insurance options,”

Mount Sinai School of Medicine in New York, conducted a random survey, by mail and by phone, of 2,130 doctors. They surveyed them from June right up to early September.

Most doctors – 63 percent – say they favor giving patients a choice that would include both public and private insurance.

another 10 percent of doctors say they favor a public option only; they’d like to see a single-payer health care system. Together, the two groups add up to 73 percent.

A Day In The Life Of A Georgia Lobbyist

Her phone rings. It is another board member, and he is at the Capitol.  We are off to the third floor and a day that accelerates from 0 to 60 very quickly.  Among the sea of suits, we find her guest and connect him with Rep. Stephens, who will escort him onto the floor of the House for a visit.

Immediately thereafter, we meet up with the lobbyist for the Department of Economic Development, which houses the tourism budget and serves as the state’s marketing apparatus for the industry. They discuss the House budget cuts, pending legislation and chart strategy.  During that conversation she is approached by another lobbyist from the Association County Commissioners of Georgia who relays concerns over a hotel tax bill introduced a day earlier.  Joy assures her the bill is a temporary bill and that a substitute is coming.  […]

Not much later, the lobbyist for the Georgia Municipal Association approaches Joy expressing similar concerns.  Joy again explains a substitute is coming.

One or two rogue sell out Senators can not be a monkey wrench in the works, not on health care or EFCA or anything else that this Congress needs to do. That is why we elected you people, for action, not excuses.

PODESTA: And I think that – I suppose I have a little bit of sympathy for Sen. Reid, in the sense that I look around at his caucus and understand how hard his job is. But I don’t think you can settle for a statement like that. I think you have to call out the fact that we’re demanding serious change, and indeed, it is the job of the leadership to round up votes, to push legislation through, to try to get the kind of bold initiatives that the President is talking about passed, and to his desk, and signed.    And that, I think, is what we should expect, that’s what we should demand, and that’s what we should put pressure on the members of their caucus to push back on their leadership. You just cannot settle for “What am I supposed to do? I’ve got one outlier who won’t vote for cloture.” We’ve got to both put pressure on the members who are not supporting a progressive agenda, but we’ve also have to put pressure on the leadership to come up with a strategy to find the votes to kind of get these things and move them forward. And we just can’t settle for less than that.

    The “statement like that” pointed out by Podesta refers to Reid’s recent statement that Democrats can’t “bulldoze anybody” because we all know that if the GOP had the White House, a filibuster proof Senate and a huge House majority they would never in a million years do that to us, right?

White House Open to Deal on Public Health Plan

WASHINGTON — It is more important that health-care legislation inject stiff competition among insurance plans than it is for Congress to create a pure government-run option, White House Chief of Staff Rahm Emanuel said Monday.

One of the most contentious issues is whether to create a public health-insurance plan to compete with private companies.

Mr. Emanuel said one of several ways to meet President Barack Obama’s goals is a mechanism under which a public plan is introduced only if the marketplace fails to provide sufficient competition on its own. He noted that congressional Republicans crafted a similar trigger mechanism when they created a prescription-drug benefit for Medicare in 2003. In that case, private competition has been judged sufficient and the public option has never gone into effect.

Mr. Obama has pushed hard for a vigorous public option. But he has also said he won’t draw a “line in the sand” over this point.

Welcome to the 14th installment of “Considered Forthwith.”

This weekly series looks at the various committees in the House and the Senate. Committees are the workshops of our democracy. This is where bills are considered, revised, and occasionally advance for consideration by the House and Senate. Most committees also have the authority to exercise oversight of related executive branch agencies.

This week is a special edition of Considered Forthwith. Instead of examining a single committee, I will look at the committee system in general this week. For one thing, Congress is in recess for Fourth of July (funny, I only get one day off for that). For another Meteor Blades is launching the committee monitoring project, so this seems to be an ideal time to go over the basics.
