No victory in Iraq, says Petraeus

The outgoing commander of US troops in Iraq, Gen David Petraeus, has said that he will never declare victory there.

Well, he must be one of the ‘long war’ outlook, or he’s (perhaps) a realist.  But then, how can you really win an occupation?  What did we learn from our occupation of Japan (arguably still ongoing), Germany (arguably still ongoing), etc.?  Can you ever really say that you’ve won an occupation?
